NATO's Cold War legacy organizational structures are not optimally designed to address the diverse challenges or take advantage of emerging opportunities presented by the contemporary security environment. This article proposes an ambitious yet practical adaptation for NATO, in the creation of a Civil Security Committee at NATO HQ that is equivalent in stature and networked internally with the Political and Military Committees.
