This report addresses the largely neglected questions surrounding aid development impact, and helps fill the research gap by focusing on what might be called aid agency effectiveness, or what we call the quality of aid. In doing so, we concentrate on measures over which the official donor agencies have control—indeed, that is how we define aid “quality.” We conduct a Quality of Official Development Assistance assessment (QuODA) by constructing four dimensions or pillars of aid quality built up from 30 separate indicators.
