In testimony given to the US House Armed Services Subcommittee on Oversight and Investigations in January 2008, Flournoy writes that "In the last two decades, the US has experienced some truly stellar military victories." These include rolling back Saddam Hussein's aggression against Kuwait in the 1991 Persian Gulf War, establishing a secure environment for the implementation of peace accords in the Balkans, driving the Taliban from power in Afghanistan in the wake of the September 11, 2001, terrorist attacks, and toppling Saddam Hussein's brutal regime in a matter of weeks.
