The Europe 2020 strategy is designed to achieve ‘smart’, ‘sustainable’ and ‘inclusive’ economic growth, and it sets out headline targets to reach this. The target for education aims to reduce the share of early schools leavers to 10% and increase the share to at least 40% of those aged 30-34 who have completed tertiary education. This Issue Paper addresses a number of key questions regarding the skills and education targets and policies in the strategy: Are the targets to raise participation levels in education (as a means of building up the necessary human capital) necessary for achieving smart, inclusive and sustainable growth?
