In March 1963, President John F. Kennedy told the American people that he was haunted by the prospect of '15 or 20' nuclear powers by 1975. Come that year, in a world with still only six nuclear states, the strategist Albert Wohlstetter warned that we could nevertheless soon face 'life in a nuclear armed crowd'.
