The Small Arms Survey, responding to an initiative launched by the Foreign Ministry of Mali as chair of the Human Security Network (HSN), and with the support of the Governments of Canada, Norway, and Switzerland, agreed to undertake a study of armed groups and small arms in the ECOWAS region. 'Armed groups' in this report are groups equipped with small arms that have the capacity to challenge the state’s monopoly of legitimate force.
