The structure of this paper consists first of all some introductory comments on Reserve Forces in developing countries and then lists some key features of the South African labour market. This provides a backdrop to brief remarks about the constitution, law and understanding of policy before providing an overview of South African current situation with the Reserves. The author then tries to look a bit more closely at the core-growth-one force concept before concluding with some remarks about the challenges that my analysis presents to the DoD. In brief his argument is that the demands on the Department of Defence are such that it probably needs to rethink some of the roles assigned to the Reserves versus the Regular Forces.
