The first reason why the Directorate of Special Operations (DSO) was established outside of the structures of the South African Police Service (SAPS) followed from a persistent concern - both among the public and among policy-makers - that, for all the efforts that had gone into its transformation, the SAPS was not yet in a position to deal adequately with complex forms of organised crime and corruption.
