Before exploring the need for anti-terrorism legislation, we render a short historical overview of the present “Bill”. The evolutionary process of the South African anti-terrorism legislation has been marked by much controversy. Its roots can be traced back to the overhaul of the existing security legislation in the mid-nineties.
