At its 3rd meeting in Addis Ababa, Ethiopia, from 15-16 May 2003, African Chiefs Defence Staff (ACDS) agreed on the document titled: “Policy Framework for the Establishment of the African Standby Force,” which provides a framework for the establishment of the ASF.
