This monograph sets out a conceptual framework for the review of selected commitments that African leaders have made at the level of the meetings of the heads of state and government of the African Union (AU) and its predecessor, the Organisation of African Unity (OAU). It does so within the spirit of the New Partnership for Africa’s Development (NEPAD) African Peer Review Mechanism (APRM). NEPAD rests “on the determination of Africans to extricate themselves and the continent from the malaise of underdevelopment and exclusion in a globalising world.”
