This paper is a synopsis of a much longer review undertaken by the African Human Security Initiative (AHSI), and available at www.africanreview.org. The purpose of this paper is to summarise our findings on the compliance by seven countries to key commitments that they have entered into, as part of the Bamako Declaration on an African Common Position on the Illicit Proliferation, Circulation and Trafficking of Small Arms and Light Weapons (2000). The study also examines their compliance with the Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on Their Destruction (1997) (or the Mine Ban Treaty (MBT)).
