NATO leaders meet in Lisbon on 19-20 November 2010 for a summit on the war in Afghanistan and just weeks ahead of President Obama’s crucial review of US strategy on the war. The Summit is expected to announce a timetable for the transition for Afghan security forces to take responsibility for the country’s security, province by province, from 2011 to 2014. As three organizations working across the fields of development, conflict resolution, and good governance and human rights we have come together because we believe that the international strategy on Afghanistan is at a critical point of both risk and opportunity, and must change.
