This paper first explains the basis for concern about threats to cyber systems and distinguishes between the different types of cyber threats and attacks. The author defines the key concepts, and reviews the history of events that relate to cyber war. A key conclusion of this paper is that for NATO, cyber war as the focus of concern is a misnomer; the real or potential use of cyber power by nations or terrorist groups should be the principal focus.
