In this Policy Brief, the authors explore how demand-responsive mechanisms (vouchers, micro-health insurance, social franchises and social businesses) can be a compelling addition to strengthening health systems in PNG. The research looks at the potential use of these instruments with a focus on HIV, maternal health, tuberculosis and malaria, and contains policy recommendations for government, the private sector and donors.
