This paper summarizes what the Millennium Challenge Corporation (MCC) is, what it does, and how it differs from past and current US aid practices. It also looks at the level of funding to support MCC programs by the US Congress, the impact of budget reductions on MCC programs, the rate of program implementation, as well as procurement and corruption concerns within MCC programs.
