Elections are the tools designed for the population to hold government officials accountable, and the current project seeks to establish which elements of the electoral systems are essential in this task. This policy paper targets decision-makers in those Russian regions who actively launched the process of reengineering their set of the rules for regional elections in order to assist them in developing a new regulatory framework that will enhance the democratic accountability of elected officials.
