In this document, the participants of the Conference on Security and Cooperation in Europe not only declare that future state relations will be founded on mutual respect and cooperation, they also suggest that by committing themselves to this principle they are liberating Europe from the legacies of its past and opening up a new era of democracy, peace and unity on the continent. (Note: How CSCE/OSCE members later interpreted these statements became a significant matter of debate.)
