In this Declaration, signed in Beijing in 1984, the Government of the People's Republic of China declared its aspiration to recover the Hong Kong area, and its decision to resume the exercise of sovereignty over Hong Kong. The Government of the United Kingdom declared that it will restore Hong Kong to the People's Republic of China with effect from 1 July 1997.
