This publication is a transcript of the 1960 speech delivered by British Prime Minister Harold Macmillan on the "Wind of Change". Addressing the Members of Parliament in the Houses of Parliament in Cape Town, the Prime Minister spoke of the 'wind of change' blowing through the continent of Africa, as more and more majority black populations in the colonies began claiming the right to independence.
