This publication is a transcript of the televised speech delivered by President John F Kennedy in October 1962 in which he announced that US intelligence had discovered installations of missile ramps and proclaimed that any nuclear missile attack from Cuba would be regarded as an attack by the Soviet Union - and would be responded to accordingly.
