Rising food prices, inflation and shortages have led the paradigm of ‘food security’ to be shifted back to the traditional concept of greater self-sufficiency. It is recognized that a long-term solution must include increased local food production in developing countries. This raises the question of what constitute the barriers to local production and how to remove these barriers.
