Publication

This paper begins with a brief discussion of current thinking about resource scarcity and security and then identifies contemporary challenges and the capacities various actors have to respond to these challenges. This discussion informs the projected development of several scenarios for the next twenty years. The paper concludes with a series of policy recommendations.
