After an overview of the Council’s counterterrorism initiatives since September 2001, this report provides an analysis of the UN Security Council’s counterterrorism program and recommendations for its improvement, with a focus on the Counterterrorism Committee (CTC) and its Counterterrorism Executive Directorate (CTED). It discusses the contributions of these bodies and highlights steps that can be taken by each to enhance their ability to operate efficiently, promote and expand understanding of their counterterrorism work to a broad range of stakeholders, improve facilitation of capacity-building assistance, and ensure that more emphasis is placed on human rights.
