During a wide ranging debate hosted by SDA in January 2011, questions of national sovereignty in equipment sharing, the role of industrial and civilian partners in supporting force transformation and the need for a balance between capabilities were key themes. Overall, General Stéphane Abrial, NATO's Supreme Allied Commander Transformation, concluded that "the main challenges we face in transforming our forces can be overcome. They are not insurmountable, it just looks that way."
