The preventive aspect of the Responsibility to Protect (R2P) is frequently hailed as the most important one. The International Commission on Intervention and State Sovereignty (ICISS) introduced the concept of R2P in 2001, derived from the idea of ‘sovereignty as responsibility’. The ‘responsibility to prevent’ was here seen as one of R2P’s three constitutive elements, together with the ‘responsibility to react’ and the ‘responsibility to rebuild’, and was presented as ‘the single most important dimension of the responsibility to protect’.
