The acrimonious debate surrounding the expulsion of Roma immigrants from Western Europe has highlighted the urgent need for a European Union-wide approach to the integration of Europe's largest minority. Current tactics - whether expulsions, the demolition of Roma settlements, or the systematic placement of Roma children into schools for the disabled - will perpetuate the existence of an isolated underclass in the midst of some of the most prosperous nations in the world.
