Given Russia’s continued improvements to its offensive capabilities in the Black Sea region, this bulletin examines how NATO might strengthen its local deterrence posture in response. It concludes that the Alliance’s credibility will depend heavily on the rotational presence of US troops and the ability of NATO members to cooperate effectively on their eastern flank.
