As recent events in the Middle East demonstrate, the Internet has emerged as a major force in international affairs, one that will have lasting implications for the United States and the international community. But new communications technologies are a double-edged sword. They represent both a medium for individuals to communicate, form groups and freely broadcast their ideas around the world, and a tool that empowers authoritarian governments.
