This paper assesses the main characteristics of the 'Inteqal' process, including its risks and opportunities, and will then explore the potential impact of Bin Laden’s death on the Afghan security context. Inteqal is the transfer of security responsibilities from International Security Assistance Force (ISAF) to the Afghan state.
