Transformation of the US military posture in Europe has led to deep cuts in the numbers of troops and military installations, but has had no effect on the geographic structure of the standing US military presence. Troop levels will remain unchanged in the medium term. The United States will increasingly opt for providing reassurance to and ensuring interoperability with European allied forces via means that are both less costly and better attuned to the American perception of threats to European security.
