Structured human rights dialogues (HRDs) were introduced as part of the broader EU democratization policy towards Central Asian states after the adoption of the ‘EU and Central Asia: Strategy for a New Partnership’ in June 2007. This brief reviews and evaluates the performance of the dialogues to date, paying specific attention to the shortcomings of the existing practices, and provides recommendations for what could be improved with regard to HRD planning and procedures.
