Most European policy-makers are now candid about the miscalculations that led to their ill-fated support for autocrats in North Africa and the Middle East. Europe will not be the primary shaper of the region’s new politics; the challenge is to maximize its contribution at the margins and dovetail optimally with incipient domestic dynamics.
