Traditional donors are not ready to respond to the emerging multi-polar nature of cooperation. The successful implementation of the aid effectiveness agenda in Spain requires a clear political commitment and better results-based management. Spain should also contribute to a real development effectiveness agenda, which includes the experience of South-South Cooperation and better policy coherence.
