The ratification of the Lisbon Treaty, and the arrival in Brussels of a new leadership team, together provide an opportunity to re-invigorate European collaboration and collective action in the realm of international development. In this publication, the authors lay out the new challenges. They range from the aftermath of the food, fuel and financial crises, to the impact of climate change and a host of other developments, including rapid urbanisation and demographic change.
