This paper reviews the current situation in relation to nuclear arms control and disarmament and makes recommendations for the development of an ongoing ‘P5 Dialogue on Nuclear Arms Control Disarmament and Non-Proliferation’. The paper argues that the goal of deep reductions in nuclear weapons should be pursued in order to stabilize nuclear relations amongst the existing nuclear weapon states and help to prevent nuclear proliferation and nuclear terrorism.
