Establishing democratic control over the armed forces remains one of the major challenges facing the countries of the Eastern Partnership. The fundamental problem in the process remains the low level of development of democratic institutions, unsolved local conflicts as well as the weakness of civil society and free media. These factors also prevent progress towards integration with NATO and the EU, which was the most effective incentive for implementation of democratic control over the army in Central European countries.
