Last year's launch of the Partnership for Modernisation by the EU and Russia did not significantly improve their bilateral relations and their efforts at cooperation still face the same problems, mainly connected to the lack of economic liberalization in Russia and democratization of its political system. Russia's real drive towards modernization and changing its current policy towards the EU may lie in the establishment of a free EU energy market.
