As the momentum for enlargement diminishes, the EU is offering visa liberalization as an incentive to influence reforms in countries across the EU's neighborhood. While in the Western Balkans, the prospect of visa-free travel led to the signature of the readmission agreement and the enforcement of comprehensive reforms, in Turkey, the lack of clear rules coupled with a lack of political will, failed to encourage reforms.
