The Treaty of Lisbon streamlines the external representation of the EU but its implementation meets reservations both inside and outside the Union. After months of difficult negotiations, UNGA resolution 65/276 was adopted on 3 May, granting the EU enhanced modalities for participation in the work of the UN.
