It is clear that the Arabian peninsula presents the EU with many crucial challenges of a geostrategic and economic nature. It is equally evident and widely acknowledged that the EU has so far not invested priority effort in the region commensurate with the magnitude of those challenges. One substantive reason for the disappointing progress in EU-GCC relations is that the EU has been unable to resolve the tensions between its economic and political strategies in the Gulf.
