This paper argues that the EU is well placed to respond favorably to requests from the Iraqi government for increased bi-lateral technical assistance and improve its bi-lateral relations with Iraq. Although levels of violence in Iraq have declined in recent months, this trend is easily reversible if a lack of government capacity persists. To prevent Iraq lapsing into an escalation of conflict, it is in the EU’s interest to invest in the development of state capacity in Iraq.
