The signature of a "Joint Declaration on EU-UN co-operation in Crisis Management" in September 2003, building on the success of Operation Artemis, has identified tracks to implement the longstanding EU commitment to support the UN in crisis management. The European Security Strategy underscores that strengthening the United Nations' capabilities is a European priority.
