This paper examines the political and developmental dimensions of how Europe seeks to temper conflict and state fragility. The authors find that European policies remain ineffectual, are often unduly narrow in scope, and at odds with the EU's declared holism, with most criticism being leveled at the problematic civil-military link in crisis management.
