This document establishes the guidelines for European Community in support of humanitarian mine action in 2002-2004. Responsibility for addressing the problem of landmines and unexploded ordnance in the first instance rests with the authorities of the mine-affected countries themselves. However, acquiring the necessary material and institutional resources to deal effectively with the problem can often pose a formidable challenge.
