This paper is a report on an SDA debate held in June 2011 at which speakers expressed doubts about the capacity of the Afghan authorities to take charge of their state, as well as differences of opinion over the extent civil society can positively influence the transition. The NATO training mission that has been in place since 2009 has planned for an independent Afghan security force by 2014, but can this target be maintained with fewer NATO boots on the ground?
