This Report is a summary of the issues covered at an SDA debate in June 2011 on the major new security and policy challenges to communities, police and politicians that the influx of people, many of them young, into the world's major cities poses. Unemployment, harsh living conditions and alienation are forcing people into a fight for survival and, in the face of police corruption, help breed insecurity.
