The wish by Yemen’s 2011 protest movement for a more prosperous future is being overshadowed by numerous regional and tribal claims to power. President Ali Abdullah Saleh’s allies are engaged in a fight with the northern Hashid tribe that is bordering on civil war, and with the attention of the security forces occupied, separatist movements are gaining strength in the north and south. At this stage of the crisis, the EU has only a limited role to play.
