This report focuses on how protection of civilian (PoC) issues are conceptualized and operationalized among international stakeholders in Bor, the capital of Jonglei state in South Sudan, and analyzes key challenges to the implementation and impact of protection initiatives on the ground. Since most of the literature on PoC tends to provide UN headquarters perspectives from various levels, the present study complements previous research by moving further down the protection chain and offering the perspectives of actors operating in the immediate interface with vulnerable populations.
