This paper discusses proposals by the 113th US Congress to reform the US export control system of defense items and munitions. The proposal advocates the creation of a unified export control system, which includes a single export control licensing agency, a unified control list, a single primary enforcement agency, and a single integrated information technology system. The author also discusses the effectiveness of the current dual-use export system and the challenges of balancing economic competitiveness and the preservation of national security.
